Cindy is responsible for the oversight and end-to-end delivery of Cognitive’s VA portfolios and programs, encompassing strategic planning, contract execution, financial and resource management, risk and compliance governance, cross-functional coordination, and performance monitoring to ensure alignment with VA mission objectives and contractual commitments. In addition, she oversees the ongoing governance of the corporate PMO, establishing standardized delivery, reporting, financial, and risk management practices across the organization. Cindy maintains a strong focus on aligning portfolio execution with contract objectives, strengthening cross-functional collaboration, and ensuring disciplined governance within highly complex, regulated VA environments.

Cindy holds a Bachelor’s degree in Information Technology and brings more than 20 years of IT and program management leadership experience, with deep expertise in Agile transformation, PMO maturity, financial and quality management, and regulatory compliance. Prior to joining Cognitive, she held senior leadership roles at Health Net and Centene Corporation, supporting large-scale federal healthcare programs with a focus on predictable, high-quality delivery in complex, highly regulated environments.
