Scott Link is a federal health IT business development executive known for turning cold starts into high-value, multi-year contract wins across HHS, VA, and civilian agencies. With more than two decades of experience, he has built a career on shaping strategy, driving disciplined capture, and translating complex technologies—cloud, DevSecOps, clinical informatics—into business outcomes federal agencies actually care about. At Cognitive Medical Systems, he leads growth efforts.

Scott’s career includes senior leadership roles at Rubix Solutions (Reli Group), Right Resources, and Edaptive Systems. As a partner at Right Resources and a BD leader at Edaptive Systems, he helped drive new business and secured wins in data modernization efforts—including CDC, CMS, FDA, NIH, DOD, Census, and others.

His work has been recognized through major corporate wins, long-standing task-order presence across HHS vehicles, and a strong industry reputation built through partnerships with more than 100 federal contractors. He is Shipley-certified, a Databricks practitioner, and has previously served as the Policy & Advocacy Chair for Digital Services Coalition. He is also an advisor for Artificial Brain, supporting international quantum computing and AI efforts. He serves several nonprofits as both a volunteer and a board member, including the St. Vincent de Paul Society of Baltimore, Our Daily Bread Soup Kitchen, and FCA.

Scott’s professional philosophy centers on clarity, speed, and disciplined follow-through. He believes BD is a contact sport—measured by meaningful conversations, smart qualification, and the relentless pursuit of value for government partners. He has been a frequent participant in HIMSS, NCMA, AFCEA, Shelley’s Events, and other national forums, where he contributes thought leadership on modernization strategies and federal acquisition best practices. A graduate of the University of Lynchburg in Finance, he is also a member of the Sport Hall of Fame (Lacrosse) in 2015.
