Experienced Business Development Leader to Drive Growth and Innovation in U.S. Government Healthcare IT Solutions

With more than two decades of experience in business development, strategic leadership, and customer-centric growth initiatives, Shea will play a critical role in advancing Cognitive’s mission to transform the delivery of healthcare IT solutions for government clients.

Shea joins Cognitive from IOV Solutions, where he served as Partner and Head of Business Development. His career also includes significant leadership roles at prominent organizations such as Octo, an IBM Company, and ProSphere. At Octo, Shea was Vice President of Business Development for the Department of Veterans Affairs and Corporate Development, where he led strategic investments and business growth. While at ProSphere, he managed a $75 million health services business unit, delivering IT solutions for federal government clients. Shea’s experience spans a wide array of government health initiatives, including enterprise-level application modernization, strategic partnerships, and business integration.
