Cognitive Medical Systems secures six contracts, expanding beyond healthcare IT, Veterans Affairs work
SAN DIEGO – October 3, 2019 – Cognitive Medical Systems, experts in helping large public and private organizations make the most of their comprehensive healthcare IT investments, announced today that it secured six new contracts for its services.
The company seeks to hire software engineers, customer service representatives, clinical informaticists, human factors engineers and a project manager as it expands services into the U.S. Department of Health and Human Services in addition to the Department of Defense and Veterans Affairs.

The new contracts awarded to Cognitive Medical Systems included:
VA Community Care Network. Cognitive will provide customer service representatives on-site at various facilities across the U.S. to provide both routine functions as well as scheduling of Veteran appointments.
San Diego Health Connect. Cognitive will provide significant technical support to the San Diego Health Connect (San Diego’s regional Health Information Exchange) and focus on software development and research of standards, use case and community testing, production deployment, pilots, tutorials, population health and consent management. The company will also develop and make available a Fast Healthcare Interoperability Resources (FHIR) Consent Implementation Guide and packages of open-source prototypes and content to assist partners in using the FHIR Consent Resource.
Health and Human Services Measure Authoring Tool (MAT). The Centers for Medicare and Medicaid Services, an agency under HHS, have been using electronic clinical quality measures to assess pay for performance in some areas for more than seven years as the country moves from a fee-for-service to a value-based purchasing healthcare model. MAT is the tool that allows authors to create electronic measures and Bonnie is its testing instrument. These software applications will be moved into the cloud, joined into a single tool, and modernized to allow the creation of FHIR-based quality measures, bringing them to the forefront of new healthcare technology. Cognitive will help in the software engineering and clinical informatics domains on this contract.
Veterans Administration Palo Alto Health Care System. In support of one of the most innovative VA facilities in the country, Cognitive will support quality improvement initiatives for Veterans in mental or behavioral health treatment and suicide prevention. Cognitive will help optimize data systems supporting National Dashboards and Clinical Decision Support (CDS) tools used by the Program Evaluation and Resource Center (PERC) of the Office of Mental Health and Suicide Prevention. This critically important work will include medical informatics design, optimization, implementation and documentation of both process and tool outcomes.
HHS Agency for Healthcare Research and Quality (AHRQ). Cognitive will be among this agency’s group of stakeholders working to determine what the federal government might do both internally and externally to support a learning health system, where evidence gets easily converted to decision support, quality improvement and other products that support care coordination and the needs of the patient. This project, AHRQ evidence-based Care Transformation Support (ACTS), will build a roadmap towards evidence that can rapidly convert to content that enables deployed changes in health and care delivery for federal leaders and the leaders of partner organizations, including vendors, healthcare organizations, and research organizations.
VA Office of Human Factors Engineering. Cognitive will assist this agency in using human factors principles, including human-centered design and UI/UX assessments, to improve performance and safety in VA Health Information Systems (HIS) by optimizing the end-user experience. The VA’s current focus across all its IT systems on user experience and ease of use — coupled with significant system changes brought by the new MISSION Act in Customer Care Center and Cerner’s Electronic Health Records Modernization — puts its Human Factors Engineering office in a key role going forward in that effort.
