– Company to develop new technology as part of Veterans Access, Choice and Accountability Act –

SAN DIEGO – November 20, 2014 – Cognitive Medical Systems, a specialist in standards-based Clinical Decision Support (CDS) software and healthcare IT infrastructure, announced today that Health Net Federal Services has enlisted its services in support of work to be conducted in support of the 2014 Veterans Access, Choice and Accountability Act (VACAA).

Health Net will leverage Cognitive Medical Systems’ technology to ensure greater efficacy of care for eligible veterans living more than 40 miles from a U.S. Veterans Affairs facility or are unable to get a VA appointment within 30 days of their preferred date or within 30 days of the date determined medically necessary by their physician.

“We’ve had a long-standing relationship with Cognitive Medical Systems under our Patient Centered Community Care Contract (PC3) efforts,” said Health Net Federal Services President, Thomas Carrato. “This expanded initiative calls for several additional components.”

Enacted in August, the VACAA provides authorities, funding and other tools to better serve veterans in the short-term. Approximately 9 million veterans will be provided with a Veterans Choice Card. Health Net will operate a call center to assist these individuals in determining their eligibility to use the card and to help educate them on the VACAA. Health Net also will assist eligible veterans in obtaining an appointment with a community provider that meets VACAA requirements. Health Net will provide these services in the three PC3 regions in which it operates.

“Our existing PC3 technology platform will be leveraged to ensure veterans have timely access to quality care and will be scaled appropriately for the increase in call and appointment volume,” said CEO Emory Fry, MD, of Cognitive Medical Systems. “Doing so is part of our continued commitment to helping to deliver high quality care at lower price points through the use of open standards and open technology infrastructure. Supporting Health Net in the service of our military veterans is not only an honor and privilege, but also the right thing to do for those who have given so much to us.”
